Barbara H. Mulkey, PE, FASCE
Founder & Chairman of the Board
Every organization is a direct reflection of the founding principal and Barbara’s leadership and character can be felt every day. The company and her colleagues benefit from her foresight and integrity, knowing that at the end of the day, it’s her name on the letterhead. Her peers have honored Barbara with a host of professional awards, including induction into the North Carolina Transportation Hall of Fame. Her community has had the benefit of her three decades of leadership and her commitment to socially responsible corporate citizenship is best summed up in her own words: “Mulkey has received much from the community it serves, therefore, it is the company’s responsibility to give back to those communities.
Jill Wells Heath, LEED AP
President & Chief Executive Officer
As President and CEO, Jill carries the banner for Mulkey’s culture and ensures Mulkey’s strategic vision stays on course. Jill’s expert fiscal leadership has fueled her quick rise from the company’s CPA and financial consultant, to CFO in 2003, President in 2006 and then CEO in 2008. Jill is responsible for building solid relationships with business partners while expanding Mulkey’s reach and influence. Her personal achievements she attributes to her father, a man who taught her the value of persistence. As with all good leaders, she surrounds herself with talented, dedicated people.
Jill is active in the community, serving on the boards of Wake Technical College Foundation, Downtown Raleigh Alliance and the Raleigh Chamber of Commerce. She also serves on the Capital City Club Board of Governors, the YMCA of Cary Advisory Board and is an active member in the American Council of Engineering Companies (ACEC) and Triangle Commercial Real Estate Women (CREW). Valoree Eikinas, PE, LEED AP
Principal & Director of Building Structures and Land Development
Valoree is a principal and the director of building structures and land development for Mulkey. Her passion is turning a client’s vision into reality. Valoree leads a staff of project managers who help clients navigate design and construction processes through project completion. She is focused on sustainable building initiatives, and her LEED® involvement includes more than 3 million square feet of new construction and facility renovations. Valoree believes building is not about what is probable, but what is possible, so her involvement with clients extends to creative consultation and new project planning.
With more than 22 professional and community affiliations, Val’s volunteer service and leadership puts her commitment to the built community into vital community action. Senator Basnight appointed her to the State of North Carolina’s Building Commission in 2009. She is serving her second term of the Senator’s 2006 appointment on the North Carolina Code Officials Qualification Board and as a board member of the Triangle Chapter of the U.S. Green Building Council (USGBC). She serves as board liaison of the USGBC chapter’s advocacy committee, working with local government and community leaders to support sustainable design practices in codes, policies and laws—including strengthening the 2012 North Carolina Energy Conservation Code. Carla E. Starr
Principal & Director of Administrative Services
Behind the scenes, the people who are the silent partners in every company’s success are the people who run the day-to-day office operations. The person responsible for keeping the offices at Mulkey humming along efficiently is Carla. She juggles HR, IT, accounting and marketing and is a key factor in Mulkey being ranked 17th nationally as one of the “Best Firms to Work For.” With her Bachelor’s Degree in nursing, Carla brings a personal touch to the human side of a numbers-oriented business. She was promoted to Director of Administrative Services and in 2007 became a Principal in the firm. In 2011, the Triangle Business Journal honored Carla as a 2011 Woman in Business. Jay Bissett, PE
Principal & Carolinas Transportation Manager
Jay carefully matches clients and projects with the right Mulkey team for the job to ensure deliverables are completed on schedule and with uncompromising attention to the client’s expectations. Jay also serves as principal in charge and sets the vision on high profile planning projects in the Carolinas. Clients know that Jay is always there for consultation, when needed. Neil Davis, PE
Principal & Atlanta Branch Manager
Neil is Georgia Office Manager, but all clients benefit from his oversight of Mulkey’s quality control program. As Chief Engineer, Neil takes responsibility for ensuring quality and reducing risk. In Georgia, he sets the technical vision for the company and serves as Project Director on high profile assignments. Mike Dozzi, PE
Principal & Charlotte Branch Manager
With more than two decades of leadership experience in engineering, Mike offers clients an intuitive approach when solving problems. Candid opinions have earned Mike a reputation for getting things done. In his world, there is no room for excuses – only results. George Gibson, PE
Principal & Director of Construction Services
George is responsible for leading Mulkey’s construction engineering and inspection team and tailoring Mulkey’s services to each client’s project. Involved from conception, he manages all project aspects, including developing the budget, preparing contract documents, managing and recruiting project teams, and coordinating contractors. The key to any client relationship is maintaining fluid communication through project completion, and George keeps clients informed. He is our clients’ ally, guarding their interests to ensure top-quality work is delivered on time and on budget.
Prior to joining Mulkey in 2002, George worked for the NCDOT for 33 years. His roadway construction experience spans the public and private sector, including 11 years as state roadway construction engineer where he led many of the high-volume projects on the I-40 and I-85 corridors throughout North Carolina.
